A Brief C.V.

Background Experience: Graduated Engineer in year 1986 from Tripoli University & since that time he has been actively involved in supervision and consultancy work related to building construction for many projects in Libya.

In the end of year 1991 granted a scholar ship for persuading his post graduate study program in Civil Engineering from Warsaw University of Technology till 1997.

At the Faculty of Civil Engineering, Warsaw University of Technology & during his higher studies he has been engaged in many technical as well as educational parts at the Institute of Technology and Organization of Building Production at the mentioned faculty.

More than 20 years of experience in concrete material research, and in evaluation of existing structures, including investigation of structural problems, supervision on concrete repairs, and building construction.

Administration of technical department and team work & Ten years academic lecturer in reinforced concrete design and concrete technology:

•Member of LAE, Libyan Association of Engineers.

•Member of SSR, Scientific Society of Engineers.

•CE, Consulting Engineer “Registration”.

• Member of IABSE, International Association of Bridge and Structural Engineering, Geneva-Switzerland.

•Head of the Department of Civil Engineering, Faculty of Engineering / Al Margeb University/ Garaboli Branch / Libya.

• Chairs Many Scientific Conferences & Technical and Academic Sessions and He is a permanent member in the International Concrete Solutions Group, see web site: (http://www.concrete-Solutions.info/Committee.html).

Research Publication & Participation: Participated and presented several papers in many regional as well as international conferences and has a number of publications. Dr. Tughar is also involved in various dissemination events in the area of concrete technology in and out of the country. He is an Author of a text book for BSc. Undergrad Students in Arabic Language, (Building and Construction Materials) Publications of Al- Margeb University, 2009, Libya.

Après un riche d'un parcours de plus de 37 ans dans le domaine bancaire, en tant que Directeur, où j'ai acquis, au sein des différents établissements financiers: au Maroc (Citibank NA, Algemene Bank Nederland, Banque Centrale Populaire) et en Guinée (Banque Populaire Maroco Guinéenne), une expérience étoffée tant en terme de Gestion Administrative et Financière, Gestion de Centre de Profits qu'au niveau du Front et Back Offices et en matière de Contrôle (Audit et Gestion) : Cette polyvalence m'a permis de : 1-Prendre en charge la responsabilité de différents départements: Ressources humaines, Logistiques, Front Office (prise en charge de la clientèle), Back Office (traitements des opérations bancaires), Salle des marchés (opérations de change foreign exchange et de placement), Engagements (gestion des crédits et des garanties) et Contrôle (Audit et Gestion), 2-M'expatrier par la suite en Guinée en tant que Contrôleur Général pour une nouvelle expérience africaine. Je me suis également impliqué dans le management de projets diversifiés: -L’élaboration et la mise en place de procédures internes , -Formation et participation à l'élaboration et à la mise en place de nouveaux modules informatiques et développement d'applicatifs bancaires, -Mise en place d'outils de gestion , -Migration vers de nouveaux systèmes d'information. Je suis en mesure d'apporter les avantages d'un parcours bancaire polyvalent allié à un profil biculturel (français, arabe) et trilingue (anglais) et une expérience et une formation continentale : Afrique (Maroc, Tunisie, Egypte et Guinée), Europe (France, Royaume Uni, Grèce) et Asie (Turquie, Emirats Arabes Unis). En recherche d'une nouvelle expérience à l'international et afin d’apporter ma contribution au développement en Guinée, je me suis installé en Guinée à mon compte en tant que Consultant à l'international en: Organisation, Management, Communication, Banque et Finance, Mise en relation et Représentation. Personne dynamique, ambitieuse, motivée, disponible et ayant la capacité de travailler en équipe avec harmonie et sens de responsabilité.
