A Brief C.V.

Background Experience: Graduated Engineer in year 1986 from Tripoli University & since that time he has been actively involved in supervision and consultancy work related to building construction for many projects in Libya.

In the end of year 1991 granted a scholar ship for persuading his post graduate study program in Civil Engineering from Warsaw University of Technology till 1997.

At the Faculty of Civil Engineering, Warsaw University of Technology & during his higher studies he has been engaged in many technical as well as educational parts at the Institute of Technology and Organization of Building Production at the mentioned faculty.

More than 20 years of experience in concrete material research, and in evaluation of existing structures, including investigation of structural problems, supervision on concrete repairs, and building construction.

Administration of technical department and team work & Ten years academic lecturer in reinforced concrete design and concrete technology:

•Member of LAE, Libyan Association of Engineers.

•Member of SSR, Scientific Society of Engineers.

•CE, Consulting Engineer “Registration”.

• Member of IABSE, International Association of Bridge and Structural Engineering, Geneva-Switzerland.

•Head of the Department of Civil Engineering, Faculty of Engineering / Al Margeb University/ Garaboli Branch / Libya.

• Chairs Many Scientific Conferences & Technical and Academic Sessions and He is a permanent member in the International Concrete Solutions Group, see web site: (http://www.concrete-Solutions.info/Committee.html).

Research Publication & Participation: Participated and presented several papers in many regional as well as international conferences and has a number of publications. Dr. Tughar is also involved in various dissemination events in the area of concrete technology in and out of the country. He is an Author of a text book for BSc. Undergrad Students in Arabic Language, (Building and Construction Materials) Publications of Al- Margeb University, 2009, Libya.
